This document defines the nature of the Resio service and the limits of its use. It forms an integral part of the Terms of Service for the Resio Service and is interpreted together with them. By using the Service, you acknowledge the following.

1. Resio is a preparation and validation tool

1.1 Resio is a software tool for preparing and validating the register of information under Regulation (EU) 2022/2554 on digital operational resilience for the financial sector (DORA) and for generating it into a structurally valid package in the xBRL-CSV format.

1.2 Resio checks the uploaded template at the level of format, code lists and cross-references between templates, and creates a package with the relevant data and control files. Resio therefore verifies the structural and formal conformity of the output with the EBA rules.

2. Resio does not submit reports to the regulator

2.1 Resio does not submit any register, report or generated package to the competent supervisory authority (for example a national competent authority or a European supervisory authority) and does not mediate any communication with the regulator.

2.2 The submission, filing, delivery and fulfilment of the reporting obligation towards the competent supervisory authority — including compliance with the method of submission, the format and the deadlines — are solely the user's responsibility. The generated package is a supporting document that the user submits themselves through the regulator's relevant channels.

3. Resio is not professional advice

3.1 Resio and its outputs do not constitute legal, regulatory, compliance, tax, accounting, audit or other professional advice and do not replace consultation with a qualified professional.

3.2 Resio does not interpret the provisions of DORA, implementing regulations or regulators' guidelines, and does not provide opinions on how specific data in the register should be completed from a substantive perspective.

4. Validation reflects published rules at a point in time

4.1 Validation in Resio reflects the published EBA rules, in particular EBA Reporting Framework version 4.0 and the relevant XBRL taxonomy, and the implementing technical standards under Commission Implementing Regulation (EU) 2024/2956, in the form and state in which they were implemented at the time the validation is performed.

4.2 The rules, taxonomies, data models, validation rules and regulators' expectations may change. The Provider makes reasonable efforts to keep the validation engine up to date, but does not guarantee full and immediate conformity with every change or with any future or individual interpretation by the regulator.

5. A "valid" package is not a guarantee of acceptance or factual correctness

5.1 The fact that a package has passed Resio's checks and is marked as structurally valid is not a guarantee of its acceptance by the competent supervisory authority. Acceptance, rejection or further requirements are decided solely by the regulator according to its own systems and rules.

5.2 Resio verifies structure, format, code lists and cross-references — it does not verify the factual correctness, completeness, currency or truthfulness of the data entered by the user. A structurally valid package may contain factually incorrect or incomplete data if such data was entered by the user.

6. User responsibility

6.1 The user is fully responsible for:

  • the correctness, completeness, currency, truthfulness and lawfulness of the data entered into the Service,
  • the selection and assessment of which contractual arrangements and ICT services are to be listed in the register,
  • fulfilling their obligations under DORA and related regulations, including meeting deadlines,
  • the actual submission of the package to the competent supervisory authority.

6.2 Before using a generated package, the user is obliged to verify its content and, where necessary, have it checked by a qualified professional. Resio is a tool to support preparation and does not replace appropriate human and professional review.

7. No warranties and limitation of liability

7.1 The Service is provided "as is" and "as available". The Provider gives no express or implied warranties as to the suitability of the Service for achieving a particular regulatory outcome, its freedom from errors, or uninterrupted availability.

7.2 In particular, the Provider is not liable for penalties, measures, fines, rejection of a submission or other consequences imposed on or incurred by the user in connection with their reporting obligation, nor for damage arising from incorrect, incomplete or untrue data entered by the user, late submission, or failure to comply with the regulator's rules.

7.3 The limitation and scope of the Provider's liability are governed by the Terms of Service for the Resio Service (in particular the article on limitation of liability). The limitations do not apply to the extent that the law does not permit them to be excluded or limited (in particular for damage caused intentionally or by gross negligence).
